Eurovan concerns / Heater/AC Fan Issue

I have a 1993 Eurovan thats run great and is in excellent shape but with the exception of the heater/AC fan control. Selections 1, 2, and 3 all work but selection 4 does not. I have replaced the Resistor Pak, Switch but still the same. Any ideas on this one??
