I have a 85 westy if i try to use the front heater fan i blow the 16 amp fuse what gives ,would it be the blower motor. any suggestions on how to check what it might be

Yup, the blower motor is seized up good!! Common for the Vanagon. You can still get heat out of it. So long as you are moving, air will pass through the heater box.
It will take a DIY about 8 hours to replace the blower motor. Good luck.
